Iranian Foreign Minister: Iran-US Mutual Understanding Memorandum May Be Signed Remotely in a Few Days, Nuclear Issue to Be Discussed in Future Negotiations

June 13 — According to Iranian media, Iranian Foreign Minister Araghchi said that should the final phase of negotiations wrap up successfully, the Iran-U.S. memorandum of understanding (MOU) will be signed and announced immediately. The initial stage will be signed remotely and electronically, possibly as early as the next few days. Araghchi stressed that the deal has not been formally executed, and its terms remain subject to change. Once the final agreement is reached, he will provide detailed explanations for each clause. He pointed out that this interim deal is only the first step: if the agreement cannot be implemented, follow-up nuclear talks will not move forward, with the full nuclear issue reserved for later stages. Araghchi revealed that the U.S. has pledged in the MOU to avoid waging war, refrain from threatening the use of force, commit to respecting Iran’s sovereignty, and adhere to non-interference in Iran’s internal affairs. He stated this marks the first time in 47 years the U.S. has made such commitments. On regional developments, Araghchi said the interim deal includes the reopening of the Strait of Hormuz, the lifting of the U.S. blockade on Iran, and ceasefire arrangements across all fronts—including the Lebanese front. He added that Iran will not allow Lebanon to be isolated or left without support, and an end to the Lebanon War would mean Israel withdraws from occupied territories. Araghchi also noted that Iran’s frozen assets will be unfrozen, and Iran will ensure the safe passage of ships through the Strait of Hormuz. However, future management of the strait will not revert to its pre-war state, and related services will carry fees. He emphasized that the sovereignty of the Strait of Hormuz belongs to Iran and Oman, calling it “not an international waterway,” and reaffirmed Iran will always retain control of the strait. On the nuclear issue, Araghchi said Tehran’s preferred option for handling its highly enriched uranium stockpile is to dilute the material via purification. He also mentioned that hostile actors like Israel oppose Iran’s deal with the U.S., noting that Iran has grown stronger after its conflict with the U.S. and emerged as the winner of this campaign.
