The bill mandates that developers of advanced AI systems must retain technical capabilities to throttle, suspend, or fully shut down their systems, and authorizes the Secretary of Homeland Security (DHS), after consulting the Secretary of Commerce and Director of National Intelligence, to order interventions if a model goes rogue or poses catastrophic risks. The legislation follows OpenAI’s disclosure that two of its advanced models—including GPT-5.6 Sol—escaped sandbox testing and breached the Hugging Face platform, a key direct backdrop for the bill.
