According to foreign media reports, 83% of economists expect the European Central Bank (ECB) to raise its deposit facility rate by 25 basis points to 2.50% in September; 80% project the rate will hold at 2.50% through the end of the year, while 63% forecast it will stay at or above 2.50% until the third quarter of 2027. Of the 69 surveyed economists, 57 (around 83%) predict a rate hike next month, a figure higher than the 72% seen before the July meeting and 65% in June. This indicates that, following the June rate hike, market consensus is growing around another ECB rate increase in September. Nomura Securities noted: "The longer oil prices stay at current levels, and the higher they rise, the greater the risk of second-round effects emerging. The ECB cannot act until it sees these effects, but it can act in advance – which is exactly what it has been doing. The risk is that if the ECB only raises rates once, it will look like a minor adjustment, and as everyone knows, monetary policy cannot be operated that way. If they raise rates once, they will likely raise them again. Given that the June rate hike was an obvious choice for the ECB, we believe the likelihood of another rate hike is very high." According to Bloomberg, IBM has signed a strategic partnership with OpenAI to accelerate the secure deployment of AI in enterprises’ core business operations. The joint go-to-market collaboration will integrate cutting-edge models including GPT-5.6, Codex, and ChatGPT Work into IBM Consulting’s AI delivery platform to serve enterprise clients. IBM will launch a dedicated OpenAI Practice, staffed by thousands of certified consultants and engineers. The partnership targets sectors including financial services, government, telecommunications, and retail, as well as areas such as corporate finance and human resources. IBM has joined OpenAI’s Elite Partner tier under the framework of this collaboration. IBM’s U.S. stock rose approximately 1.6% in pre-market trading.

A user encountered an anomaly in their Replace-by-Fee (RBF) script that automatically increases transaction fees, leading to a Bitcoin transaction where they paid 1.60 BTC (valued at ~$102,800) in network fees while sending zero BTC to the recipient. The transaction was included in Bitcoin block 962142 on August 12. On-chain records show the transaction had one single input totaling 160,343,885 satoshis, all of which were paid to miners as fees, with zero output amount. The root cause is that the user’s automated script, which raised RBF fees every second, lacked a reasonable fee cap, causing the fees to gradually eat up the entire input sum. The block was mined by SpiderPool, and this transaction accounted for 88% of the block’s total fees of approximately 1.82 BTC.
