US CFTC Seeks Public Comments on Launching Computing Power Derivative Contracts

The U.S. Commodity Futures Trading Commission (CFTC) has issued a public comment notice on the listing of computing power derivative contracts and related market regulatory issues, aiming to further understand and improve oversight of the computing power derivatives market. CFTC Chair Michael S. Selig stated: "Without a robust computing power derivatives market, the U.S. cannot win the AI race." He noted that just as U.S. markets once set trading standards for commodities driving the industrial economy, they will also establish corresponding rules for computing power commodities underpinning the "intelligent economy" going forward. The public consultation marks the first step in establishing clear rules for the U.S. computing power market. The process covers topics including the size, liquidity and other market characteristics of the computing power spot market, as well as market regulation, manipulation risks, customer protection, computing power perpetual futures, and other issues, inviting market participants to submit feedback on additional aspects of the computing power market. The comment period will run for 60 days after the relevant notice is published in the Federal Register.

At the July meeting, three Federal Reserve officials voted against the decision to hold interest rates steady. They argued the Fed should raise rates, as core inflation stood at a high 2.6% at the time, well above the Fed’s 2% target. However, data released in August is undermining their case for further rate hikes. The July CPI report showed core prices, excluding volatile food and energy, rose 2.5% year-over-year, the lowest level since March 2021. Meanwhile, the July jobs report indicated the U.S. lost 23,000 jobs that month. Andrew Hollenhorst, chief U.S. economist at Citi Research, said these figures "will make it hard for the meeting minutes to meaningfully alter the market’s already reduced expectations for a rate hike." Still, the minutes will provide a clearer view of how large the divide was between the Fed’s hawks and doves during the July meeting. The minutes may also reveal how officials will define and assess inflation pressures moving forward. Grayscale’s latest Zcash ETF amended filing discloses that DCG is discussing injecting approximately 200,000 ZEC into the fund.

Grayscale has submitted the fourth amendment to convert its Zcash Trust into an ETF, proposing to rename the fund and list it on the New York Stock Exchange under the ticker symbol "ZCSH". The filing shows that DCG International Investments Ltd., a subsidiary of its parent company Digital Currency Group (DCG), is in discussions to inject approximately 200,000 ZEC into the fund, valued at around $110 million at current prices. However, this potential transaction is not currently a binding purchase agreement or commitment. The filing notes that potential investors may ultimately buy more, fewer, or even none of the fund’s shares. The document also discloses the Orchard vulnerability that occurred in June this year and the subsequent Ironwood upgrade, which deactivated the affected shielded pools and added protections against counterfeit ZEC. Meanwhile, trading volume for ZEC spot ETFs has dropped significantly from its peak of over $23 million in November 2025, and ZCSH’s daily trading volume has not yet exceeded $5 million since June.

Standard Chartered Bank: Bitcoin is expected to rise to $100,000 by the end of the year.

Standard Chartered analyst Geoff Kendrick said Bitcoin could surge to $100,000 by the end of 2026, with its current key technical level at $65,500. A break above this threshold would likely confirm the low of the current cycle has already been set. He added: "Investors should now position for Bitcoin to reach $100,000 by the end of 2026." Beyond Bitcoin's four-year halving cycle, Kendrick also highlighted the U.S. Treasury's latest announcement to at least double the maximum size of certain long-term Treasury liquidity support repurchase operations. The single maximum repurchase amount for nominal coupon-bearing Treasuries with 10-to-20-year and 20-to-30-year maturities will be raised from $2 billion to at least $4 billion, with the expansion plan running from September 9 to November 4. Following the announcement, U.S. long-term Treasury yields fell sharply, easing some of the pressure on financial markets from the earlier bond sell-off. Kendrick called the Treasury's move "exactly the kind of action Bitcoin favors," noting that Bitcoin has historically benefited from government liquidity interventions.
