Coinbase's Chief Policy Officer pushed back against the American Bankers Association, stating there is no evidence that stablecoin rewards will lead to bank deposit outflows.

Coinbase Chief Policy Officer Faryar Shirzad published an article pushing back against the American Bankers Association (ABA)’s concerns over stablecoin rewards. She noted that the ABA argues stablecoin platforms offering rewards would trigger deposit outflows from community banks and erode local lending, but existing data does not support this claim. Current laws already permit such rewards, and Coinbase has been paying rewards to USDC users for over four years. Shirzad pointed out that between June 2019 and March 2026, community bank deposits rose by 26%, an increase of roughly $482 billion; a study by Charles River Associates and the U.S. Council of Economic Advisers also found no significant correlation between stablecoins and bank deposits. The ABA is not seeking to amend technical details in the CLARITY Act. The current text prohibits users from earning returns solely on idle funds, but allows rewards for legitimate activities; the ABA’s proposed changes could expand restrictions to general stablecoin use cases, leaving questions such as whether merchant rebates qualify as bank interest to regulators and litigation for resolution. Shirzad called for retaining the existing compromise and passing the CLARITY Act, stating that the legislation would grant banks new powers including custody, staking, lending, payments, clearing, and market making.

Tencent has released Qwen3.5 Embedding ahead of Alibaba’s Qianwen (Qwen) team, with its 2B parameter variant outperforming Qwen3-VL 8B.

Beating AI Express (from Dongcha Insight): Tencent WeChat’s Computer Vision team has open-sourced WeMM-Embedding, releasing three multimodal embedding models in one go: 2B, 4B, and 9B parameters. Built on Qwen3.5, these models can convert text, images, videos, and visual documents into unified vectors for applications including search, recommendation, and content matching. All models are open-sourced under the Apache 2.0 license. Notably, Alibaba’s Qwen has not yet launched its own Qwen3.5-Embedding; its official existing offerings remain Qwen3-Embedding and Qwen3-VL-Embedding, while Tencent has taken the lead in developing a new generation of embeddings based on Qwen3.5. The performance is quite impressive: WeMM-Embedding 2B scores 77.9 on MMEB-v2, slightly outperforming Qwen3-VL-Embedding 8B’s 77.8 points, while the 9B version further reaches 80.6 points. Both models support cross-modal retrieval such as text-to-video search and image-to-text search, but WeMM, built on the Qwen3.5 base, achieves higher performance with a smaller model size. These models have already been deployed for internal use within WeChat. Tencent confirmed that they are currently used in WeChat Official Accounts, Video Channels, e-commerce recommendations, and WeChat Search, with the search scope extending to Moments.

Ethereum researchers propose quantum-resistant staking scheme, plan to restructure validator deposit contract.

Ethereum researchers have released an early draft proposing to restructure the validator deposit contract to support varying key lengths and multiple cryptographic signature schemes, laying the groundwork for future adoption of post-quantum signatures. The existing contract hardcodes BLS key sizes, meaning even if developers identify new post-quantum schemes, the network cannot currently integrate them directly. The draft will tag each deposit with the cryptographic system used, assigning tag 0 to BLS and reserving all other tags for future schemes. If approved, new signature schemes can be integrated alongside BLS; Ethereum could later vote to permanently stop accepting new BLS deposits, though validators already staking with BLS keys will not exit immediately. The draft currently uses a temporary identifier, with maintainers suggesting it be designated EIP-8394. As of Wednesday, roughly 42.4 million ETH is staked on Ethereum, valued at approximately $104 billion, all secured by BLS validator keys. In March this year, Google Quantum AI outlined 5 potential quantum attack vectors targeting Ethereum, impacting over $100 billion in assets across wallets, staking, smart contracts, and Layer 2 networks. The Ethereum Foundation currently plans to complete core protocol-level adjustments related to this by around 2029.
