SEC Proposes an Update to Transfer Agent Rules, Embracing the Blockchain and Tokenization Era

On September 1, the U.S. Securities and Exchange Commission (SEC) proposed amendments to transfer agent rules, noting that these regulations have not undergone major updates since their initial introduction in the late 1970s. Transfer agents serve as record keepers for securities, responsible for maintaining ownership records, handling mergers and dividend distributions, and playing a critical role in clearing and settlement. SEC Chair Paul Atkins stated that the proposal will "streamline and modernize" the commission’s rules to align with transfer agents’ current processes and operations, including the use of electronic communications and blockchain technology in securities issuance and share transfers. The rule revisions will update certain terminology and electronic system usage guidelines to adapt to technological advancements. As transfer agents increasingly operate in environments with emerging technologies such as electronic markets, tokenized securities, and artificial intelligence, the SEC noted that transfer agents interacting with tokenized securities, distributed ledger technology, and smart contracts must manage risks related to blockchain data integrity, tokenized securities security, and distributed ledger operational models.

Meme coin microduck briefly surged past $28 million in market cap, hitting a new all-time high.

According to GMGN market data, the meme coin microduck — modeled after an open-source robot from Hugging Face — briefly surged past $28 million in market capitalization, hitting a new all-time high. Its 24-hour trading volume reached $16.7 million, with a 17% 24-hour price gain. The meme coin draws inspiration from Hugging Face’s real open-source small robot "Microduck", released on August 27, 2026: a 25cm duck-shaped reinforcement learning (RL) robot priced at roughly $399, and also incorporates related NVIDIA acquisition rumors. It has no official connection to Hugging Face, Pollen Robotics, or NVIDIA; it is an independent meme token launched by the community capitalizing on the trend. BlockBeats reminds users: Most meme coins have no practical use cases and are highly volatile. Please protect your assets and avoid FOMO.

Meme coin SPACEHOOD, paired with SPCX, surges past $21 million in market capitalization to hit a new all-time high.

According to GMGN data, SPACEHOOD, a meme coin paired with the SPCX stock issued via Long.xyz on the Robinhood chain, has hit a new all-time high with a market cap exceeding $21 million. Its current market cap stands at $15 million, up over 27% in 24 hours, with a 24-hour trading volume of $11.4 million, ranking third in Long.xyz’s 24-hour volume rankings. Stock Meme, an emerging trend merging traditional meme coins with tokenized U.S. equities, operates on a distinct mechanism: instead of pairing with USDT or ETH, meme coins form trading pairs directly with on-chain U.S. stock tokens (e.g., NVDA, TSLA, AAPL). This model preserves meme coins’ high volatility and community-driven speculative traits while tapping into the popularity and narratives of real stocks. Typically, a portion of transaction fees flows back to community treasuries to accumulate the corresponding U.S. stock tokens, forming a dual-driven model of "sentiment speculation + real asset anchoring". BlockBeats reminds users that meme coins are highly volatile, so investment should be approached with caution.
