US OCC first finalizes stablecoin rules under the GENIUS Act, adjusting provisions related to third-party rewards.

The U.S. Office of the Comptroller of the Currency (OCC) has released final rules implementing the GENIUS Act, becoming the first regulator to finalize stablecoin implementation rules under the legislation. The rules will take effect on January 18, 2027, providing a pathway for banks and non-bank entities to conduct payment stablecoin operations, and establishing relevant standards for foreign stablecoin issuers and asset custody. Regarding stablecoin rewards, the final rules have removed the presumption clause from the draft proposal that certain commercial arrangements between issuers and third parties could be deemed illegal; however, the statutory ban prohibiting issuers from directly paying interest to stablecoin holders remains in effect. Regulatory officials said they will review issuer-third-party relationships on a case-by-case basis to ensure such arrangements do not violate the statutory ban. The OCC retains authority to enforce against acts circumventing the legislation, and will take appropriate action if clear instances of circumvention are identified.

The new entity will focus on consumer applications, payments, commerce, DeFi, and gaming, while the Dogecoin Foundation remains responsible for ecosystem maintenance and open-source development. Italy cracks down on crypto money laundering network, suspects involved in transferring 68 million euros abroad.

According to Bloomberg, Milan prosecutors said Italian authorities are carrying out arrest operations against 30 individuals suspected of running a mafia-linked underground banking network. The network is alleged to have transferred around €68 million overseas and laundered illegal funds using cryptocurrency. The operation extends to Spain, where local police are executing a European arrest warrant, while Swiss authorities are seeking to apprehend another suspect. Prosecutors stated the network was based at a car rental company near Milan, issuing fake service invoices via shell companies to help businesses in sectors like construction and logistics reduce their taxable income. After the companies made payments via bank transfers, the network deducted commissions and returned funds in cash. Funds in the shell company accounts were transferred to banks in Luxembourg, Lithuania and Germany, then moved through crypto exchanges to digital wallets allegedly controlled by the organization. Investigators identified over €110 million in fake invoices, and found the network also processed proceeds from drug trafficking and funds defrauded from victims of online crypto investment scams.
