Iran's Foreign Minister Unveils 'Two-Day Plan'; US Must Fulfill Commitments to Restart Iran-US Negotiations

According to CCTV News, local time on November 1, Iranian Foreign Minister Al-Araghchi stated in a media interview that the Iranian delegation’s visit to Qatar is a continuation of ongoing communications between Iran and mediators including Qatar and Pakistan. The plan currently on the table is largely identical to Iran’s previously proposed “Seven-Day Plan”. Mediators such as Qatar and Pakistan have held multiple consultations and discussions on the plan, putting forward proposals that are more feasible and operational than Iran’s “Seven-Day Plan”. Al-Araghchi noted that one of Qatar’s proposals is “shortening the seven-day deadline to five days or even shorter”. Currently, Iran has agreed to a “Two-Day Plan”: On the first day, the US will take a series of compliance measures; on the second day, the Strait of Hormuz will open, and strait traffic will return to its previous state. Al-Araghchi pointed out that all these issues are now on the table. As long as the US adheres to Iran’s two-day plan, it will pave the way for peace and restore normalcy to the Strait of Hormuz. Only after the US fulfills its relevant commitments and the Strait of Hormuz opens will the path for resuming negotiations between Iran and the US be opened. It is understood that the conditions Iran has set for the US to fulfill its commitments include: determining new navigation routes for the Strait of Hormuz, unfreezing Iranian funds, ending regional wars including that in Lebanon, lifting maritime blockades, granting exemptions for Iran’s oil exports, and removing new sanctions imposed by the US after the Islamabad Memorandum of Understanding.

THORChain: User voluntarily returns 10 ETH, treasury regains solvency.

THORChain has issued a statement noting that on October 31, Ethereum experienced a single block reorg, which led the protocol to mistakenly pay out 10 ETH that never actually landed in its reserves. The protocol’s automatic solvency check mechanism triggered immediately, pausing ETH swaps. Within roughly two minutes, node operators further suspended ETH transaction signing to prevent additional fund outflows. As a preventive measure, nodes subsequently paused transactions across all related chains to allow the core development team to conduct an investigation. The 10 ETH in question has since been voluntarily returned by users, and the vault has restored solvency. Currently, transactions on AVAX, BASE, RUNE, and XRPL remain active; suspended blockchains include ATOM, BCH, BSC, BTC, DOGE, ETH, LTC, SOL, TRON, and ZEC. The core development team is advancing relevant fixes, and node operators will decide whether to reactivate the affected chains after confirming their security. THORChain emphasized that the emergency pause mechanism is controlled by node votes and does not grant nodes authority over assets.

North Korean hackers have laundered $242 million in funds stolen from Binance.

On-chain analyst and Security Alliance (SEAL) contributor SomaXBT stated that North Korean hackers laundered approximately $242 million in stolen Binance funds over two days. Meanwhile, the U.S. Federal Bureau of Investigation (FBI) is pressing platforms including THORChain to block the relevant transactions. SomaXBT added that the stolen funds were transferred via multiple cryptocurrency cross-chain bridges: Relay processed $48 million in outflows, THORChain handled $44 million, Chainflip $32.1 million, and Symbiosis $16 million, totaling around $140 million. The final destination of these funds remains unconfirmed.

Threshold Network suspends tBTC cross-chain functionality, stating that its asset reserves are sufficient and no funds have been lost.

According to official announcements, Threshold Network has temporarily suspended tBTC minting and redemption. tBTC remains fully collateralized with no funds lost to date. The cross-chain bridge wallet holds approximately 4,320 BTC, while ~4,185 tBTC is in circulation. No unauthorized minting or Bitcoin transfer records have been identified. In response to the recently disclosed Linux kernel vulnerability (CVE-2026-98432)—which could allow attackers to execute code remotely on unpatched servers—all tBTC node operators have either completed server patching or temporarily shut down their nodes pending a fix release. The team has found no evidence that this vulnerability has been exploited to target tBTC nodes. Separately, a node operator reported the same day a separate security incident unrelated to the kernel flaw affecting its broader infrastructure, leading to the theft of ~0.5 ETH from the Ethereum account used by its tBTC node for transaction fees. The node was offline at the time, and the operator found no evidence of unauthorized access to signing key materials. Threshold Network stressed that Bitcoin transactions in the tBTC wallet require signatures from a majority of independent operators, meaning no single operator can transfer funds unilaterally. The cross-chain bridge will reopen once security maintenance is complete and nodes resume operation on patched systems. The team will release its next update within 24 hours, and will provide earlier notifications if circumstances change.
