US Democratic Party's control of Congress lowers market expectations for interest rate hikes.

The prospect of U.S. Democrats taking control of Congress has led investors to expect that the resulting political gridlock in Washington will curb government spending, and artificial intelligence (AI) regulation may also weigh on U.S. economic growth, thereby reducing the necessity of further interest rate hikes. As a result, U.S. Treasury prices rose on Wednesday. The 10-year U.S. Treasury yield dropped by around 5 basis points to 4.90%, while the 2-year U.S. Treasury yield edged lower to 4.5458%, a near two-month low. Boosted by reduced expectations of U.S. interest rate hikes, the stock market rallied. (Jinshi)

Head of Binance's Chinese Community: Binance will bear the $630 million loss, affected wallet systems have been rebuilt and security rectification completed.

Binance’s Chinese community head Sisi published a response to the recent security incident, stating that Binance is liable for the $6.3 billion loss and will cover all related damages. She emphasized that user assets have remained intact and Binance has never misappropriated customer funds; after withdrawals were reopened, the platform has processed withdrawal requests equivalent in value to the stolen amount. Sisi added that funds that have been frozen and blocked will be tracked and recovered individually by Binance in collaboration with law enforcement agencies and on-chain entities. Per disclosures, as of November 3, the affected wallet system has been rebuilt in a new environment, internal AI tools have been reconstructed with tightened permissions, all affected devices have been replaced, relevant credentials and tokens have been invalidated, and device scanning, wallet risk control, and anomaly detection have been enhanced. According to an FBI advisory, the attack originated from a state-sponsored adversary. Since the start of the year, Binance has blocked 57 suspected attacks linked to the same source. The attackers lurked for months, gradually infiltrating via fake recruitment, tampered development tools, zero-day malware, and other methods, and used internal AI tools as an attack springboard. Furthermore, Binance is willing to share the attack’s characteristics with other exchanges and participate in industry-wide real-time early warning, suspicious fund tracking, and joint risk prevention. Binance will invite an independent third-party security firm to review its rectification efforts and will release the results publicly once finalized.
