Analysis: From 2027 to 2028, actual orders for storage chips will far outstrip supply capacity, and the impact of Democratic Party policies is unlikely to alter the supply-demand pattern.

South Korean securities firm Meritz Securities pointed out that memory chip makers currently have far more 2027-2028 orders than their production capacity. Even if the U.S. Democratic Party gains an upper hand in the midterm elections, leading to delays or adjustments in some data center projects, it will not fundamentally reverse the memory chip supply shortage. Meritz noted that this year, memory chip order fulfillment rates (the ratio of available supply capacity to order volume) have stayed at a low 80% to 85%, driving sharp increases in memory chip prices. It forecasts the supply-demand gap will further widen by 2027, with the order fulfillment rate possibly dropping to around 80%. Separately, during OpenAI CEO Sam Altman’s recent visit to South Korea, he requested custom storage products including HBM from SK hynix and Samsung Electronics for 2027-2030, with demand even exceeding the two firms’ available supply capacity. Community user Teng Yan added that Samsung stated in an October 29 conference call with Meritz that it has signed multi-year storage supply agreements with 10 major clients, while an equal number of clients are in negotiations. Storage demand has also expanded beyond cloud service giants and AI server manufacturers to more sectors. As such, the slowdown in U.S. data center approvals will only impact a portion of orders and is unlikely to alter the overall tight supply-demand landscape.

Silicon Valley bigwigs show a subtle shift in attitude: AI development cannot rely solely on Trump.

Beating AI News Flash: On the night of the US midterm elections, popular Silicon Valley podcast All-In hosted a live stream where several tech investors discussed the potential impact of a Democratic election win on the AI industry. Host Chamath Palihapitiya expressed concern that AI investment has become a key pillar of US economic growth, and data center construction is heavily reliant on power supply. If Democrats restrict new data centers in regions like Texas, the entire AI industry could face disruption. Host Jason Calacanis argued that the tech industry, which previously actively supported Trump, should now proactively engage with Democrats to collaborate on AI regulatory policies. He also noted that the tech sector’s past repeated messaging about AI potentially causing human extinction and mass unemployment has instead stoked public fear of AI. Brad Gerstner, a regular All-In guest and founder of Altimeter Capital, stated that many incoming Democratic officials only seek greater input on AI regulation, not a full ban on AI. He estimated that 10 to 15 GW of the US’s planned additional data center power capacity by 2027 may not launch on schedule. Remaining bullish on the growth of AI model companies, as an existing investor in Anthropic, he said that even with data center construction headwinds, Altimeter still aims to be one of the largest buyers in Anthropic’s IPO.

South Korea plans to delay its cryptocurrency gains tax by two years to 2029, and may allow loss carryforward deductions.

According to Yonhap News Agency, South Korean Finance Minister Lee Hyoung-il announced today that the government plans to delay the crypto capital gains tax, originally scheduled for implementation in 2027, by two years to 2029, and will consult with the National Assembly to advance related legislation. The South Korean government explained that it intends to start exchanging virtual asset tax information with the U.S. in 2029; imposing the tax before that could put the country’s domestic crypto market at a competitive disadvantage. The delay aims to improve taxation mechanisms for both domestic and overseas transactions and enhance tax fairness. Under the current framework, individuals will be subject to a 22% tax rate on annual crypto gains exceeding 2.5 million won (approximately $1,869). If the delay plan is ultimately approved, this will mark the fourth time South Korea has pushed back the implementation of crypto capital gains taxation since it first introduced the policy in 2020. Additionally, the South Korean government plans to study allowing investors to carry forward losses to offset future gains, with a proposed three-year limit; establish a public-private working group to refine tax rules for different transaction scenarios; and advance legislation on digital assets. The government intends to submit the relevant amendments to the National Assembly during the 2027 regular legislative session.
