Circle's Managing Director, Jack Liu, has partnered with StarkWare to jointly invest $2 million to boost Bitcoin dApp development

On April 1st, Jack Liu, the Managing Director of Circle, announced a partnership with StarkWare. They jointly invested $2 million to speed up the development of Bitcoin dApps. The Bitcoin Seed Fund was launched this Tuesday with the specific purpose of providing support to developers committed to building Bitcoin dApps. Jack Liu is joining StarkWare immediately and will assume the role of Bitcoin Advocate. He will work globally, with a particular emphasis on the Asia-Pacific region (APAC). In his new position, Jack will serve as a subject matter expert advisor to StarkWare on matters related to expanding Starknet into a Bitcoin settlement layer. Jack has a solid background in promoting Bitcoin development. He assisted in pioneering Bitcoin Ordinals and played a crucial role in promoting BRC20s, Bitmap, Doginals, and the CAT20 protocol.

Citing the Safe-related hack that caused around $1.4 billion in losses as an example, he pointed out that the attack targeted the interaction layer between users and on-chain systems, not the on-chain contracts themselves. AI directly handling transactions may reduce risks tied to reliance on web interfaces, but it will also bring new challenges—including whether AI itself is secure, resistant to prompt injection, and correctly understands on-chain operations. As interaction methods evolve rapidly, some issues will be resolved while new security challenges arise.
