Citigroup said in its latest market strategy presentation that the U.S. Senate’s failure to advance the CLARITY Act to formal consideration has not halted Bitcoin’s rally. After the bill’s procedural vote stalled, Bitcoin remained strong, indicating capital has begun reducing reliance on a single legislative node and is instead focusing on whether regulatory rules can continue moving forward. Citigroup believes the legislative setback will limit the CFTC from gaining more comprehensive crypto market regulatory authority in the short term, but the SEC can still advance some rulemakings under its existing powers. For the market, this means the crypto industry’s compliance process still has room to proceed, with the subsequent focus on the SEC’s actual implementation pace of rules for trading, tokenized assets, and market access. Additionally, the macro environment remains a variable for Bitcoin’s rally. Citigroup’s economic team’s baseline assessment is that this round of interest rate hikes is likely near a “one-and-done” scenario; however, its quantitative macro team warns that if AI investment continues to underpin growth, and employment and wage pressures persist, interest rates may face further upward revision risks. Citigroup views Bitcoin’s break above its medium-term moving average as a signal of warming risk appetite, and notes its correlation with Nasdaq performance warrants continued monitoring.

DeepSeek Publishes New Paper Credited to Liang Wenfeng, Targeting Large-Scale AI Agent Training

A new paper signed by DeepSeek founder Liang Wenfeng has been released, marking the first systematic disclosure of technical details for DeepSeek’s Agent training sandbox platform DSec (DeepSeek Elastic Compute). Submitted on September 19, the paper has an author list of over 130 people, including Liang Wenfeng. DSec was first introduced in DeepSeek’s V4 technical report, with its core function being to provide a sandbox for Agent training to enable stable operation of large-scale Agent training. The paper explicitly notes that all sandbox workloads for DeepSeek V3.2 to V4.1’s RL training and evaluation ran on DSec; the public release of its technical details is equivalent to revealing its core technology. The paper reveals that DSec is a large-scale platform: one production unit comprises approximately 160 CPU nodes, 30,000 cores, and 250TB of memory, hosting PB-level images. In terms of capabilities, DSec serves around 3 million sandboxes daily, with peak concurrency exceeding 380,000, a creation speed of over 5,000 sandboxes per second, and a single training task can launch up to 32,000 sandboxes at a time.

New York Stock Exchange and Blockchain.com will explore tokenized U.S. stock trading.

According to official sources, Blockchain.com and the New York Stock Exchange Group (NYSE) announced today that they have signed a memorandum of understanding (MOU), which will enable Blockchain.com’s user base to access tokenized U.S. exchange-listed stocks and ETFs on NYSE’s previously announced digital Alternative Trading System (ATS), subject to securing all necessary regulatory approvals. The partnership aims to expand NYSE’s reach to crypto-native investors via Blockchain.com’s global customer base. As Citi Research forecasts tokenized assets could hit a baseline scenario of $5.5 trillion by the 2030s, innovation and adoption of tokenized securities have accelerated in recent years. Tokenized stocks may offer fractional ownership, 24/7 trading decoupled from traditional market hours, investment access for global investors, and faster, more transparent on-chain settlements. Additionally, the MOU includes two-way market data distribution between the two firms’ platforms. NYSE affiliate ICE Data Services plans to distribute Blockchain.com’s crypto market data and analytics to subscription clients, giving traditional investors more insights into digital asset investment opportunities. Blockchain.com will integrate select ICE and NYSE exchange data sources into its app, allowing over 44 million verified accounts to access real-time stock information.
