Ethereum research draft proposes cutting transaction finality to around 4 minutes to reduce cross-chain transfer costs.

Ethereum finality research coordinator Ben Edgington and multiple researchers have submitted a draft proposal, aiming to cut transaction finality wait time from around 16 minutes to roughly 4 minutes — a roughly fourfold reduction. The current goal is to advance the draft into the formal upgrade proposal pipeline. The core idea of the draft is to split validators’ original combined mechanism of “block selection” and “finality determination”, allowing finality to progress at a faster pace and facilitating future adoption of post-quantum signatures. Faster finality is expected to lower costs for cross-chain transfer services tied to capital lockup. An Ethereum Foundation study example notes: If a service advances roughly $1 million per hour, under a 16-minute delay, around $267,000 remains unrecovered; shortening the delay to 4 minutes cuts that figure to approximately $67,000.

The US Blockchain Association sent a letter to Congress, urging the advancement of bipartisan digital asset tax legislation.

The U.S. Blockchain Association announced it has sent letters to the leadership of both the U.S. House of Representatives and Senate, urging Congress to advance prudent, bipartisan digital asset tax legislation, and launched TaxClarityforAmerica.com, a platform for the public to review core principles, track congressional progress, and contact lawmakers. The association noted that roughly 67 million Americans hold and use digital assets, but the current tax system, built for the pre-digital era, has left taxpayers uncertain, imposed excessive compliance burdens, and pushed innovation overseas. Its "Digital Asset Tax Principles" include: a meaningful small-value exemption; mining and staking rewards taxed as newly created property upon disposition; taxpayer privacy-protective reporting arrangements; tax compliance based on economic substance rather than technical form; and wash sale rules that curb abuse without penalizing routine activities. The group also stated that the House Ways and Means Committee has previously advanced digital asset tax-related bills, and Senator Steve Daines has introduced a matching Senate version. Congress is in recess until after the November 3 elections, leaving a legislative window during the short session.

DFINITY Founder Alleges Key Components of NEAR Intents Misappropriated Its Proprietary Technology

DFINITY, the developer behind the Internet Computer project, its founder Dominic Williams published a statement revealing that after further investigation, the key enabling components of NEAR Intents are actually stolen proprietary technology from DFINITY, adding that the relevant actions involve legal issues. Williams alleged that NEAR utilized personnel who were fired by DFINITY in the summer of 2021 and had been linked to multiple attempts that harmed the project, integrating DFINITY’s inventions into an open-source threshold cryptography library to quickly deploy its ECDSA-related work. This solution originates from the team’s research on integrating chain-key cryptography with Ethereum; the associated paper outlines an algorithm where collaborative nodes generate ECDSA public keys and signatures, enabling a roughly three-fold increase in signing speed without compromising security—serving as the threshold signature foundation required for Chain Abstraction and Intents. Williams pointed out that Internet Computer runs this algorithm on highly decentralized subnetworks, while NEAR is reportedly operating it on only around 8 servers, leaving the public with limited access to additional details. He argued that NEAR leveraged this technology to launch Chain Abstraction and Intents ahead of schedule, falsely claiming they were self-developed, decentralized, and secure—none of these assertions hold up. Williams also noted that GitHub data shows NEAR is now urgently attempting to downgrade to a slower algorithm after using the technology for approximately two and a half years, adding that if NEAR had sought cooperation under fair terms, DFINITY would have shared the technology and required proper attribution. To date, NEAR has not issued a public response to these allegations.

Uniswap v4 Aggregator Hooks has launched, enabling the wrapping of external liquidity into v4 pools.

Uniswap Labs announced that Aggregator Hooks is now live, enabling Uniswap v4’s aggregation functionality. The mechanism wraps external liquidity sources into v4 pools via Hooks, allowing any routing to treat these as standard Uniswap pools. The feature is now available on Uniswap’s web interface and API, supporting Ethereum Mainnet, Base, and Robinhood Chain, with additional networks set to be added later. On launch day, seven external liquidity sources are supported, including Curve, Fluid, and PancakeSwap. Per block, routing pulls the latest quotes from integrated sources, constructs the optimal path between Uniswap pools and external sources for swaps, and settles trades in a single transaction—no additional approvals required. Uniswap noted that while most on-chain liquidity resides on its platform, new liquidity may still emerge elsewhere. After integrating external sources into v4, swaps routed through these sources will incur protocol fees, which contribute to UNI token burns.
